It looks to me like she promotes terrain theory and asserts that viruses exist, but may or may not be pathogenic.

She writes: "This type of experiment demonstrates that viruses are dependent on their habitat, and it also shows they can exist without killing the cells they’re in."

If she is being sarcastic or metaphoric, I am not getting her angle.

What's clever about that? Most are going to read it as criticism of 'no virus' . If you take it as metaphor then it's sounding quasi religious in a Jim Jones sort of way.

There's a bunch of anti-virologists about at the moment who are prepared to discard HIV/AIDs in the service of germ theory. She's one of them. It has all the hallmarks of State.
